Yes, the site is currently within the Green Belt. However, recently updated national planning policy allows for Green Belt land to be considered for development in exceptional circumstances, particularly where councils are unable to meet their housing needs elsewhere.
In the case of Sevenoaks, the Council has consistently struggled to deliver enough new homes, partly because so much of the district is covered by Green Belt and protected landscapes. As a result, they are now exploring sites like this one, on the edge of existing settlements, as part of a more balanced and long-term approach to planning.
Any development on Green Belt land must be carefully planned and justified, and this proposal is being brought forward through the planning process, with input from the community and support from technical assessments. The current application will help establish whether this site could be released from the Green Belt and developed in a way that responds to local needs while protecting what matters most.
Subject to securing reserved matters approval in a timely manner, we anticipate development commencing in 2027.
This will be determined through future Reserved Matters applications but will provide 50% affordable dwellings.
The main site access, where development will and will not be located within the site and which areas will be open space will all be secured through the outline consent.
Up to 135 new homes providing a range of housing types, designs and sizes, including affordable housing and smaller homes suitable for first-time buyers.
A Construction and Environmental Management Plan would be secured via planning condition, should outline planning permission be granted. This would include construction working hours, noise levels of any equipment, pollution control, dust suppression and location of parking for contractors.
It is our intention to submit an Outline Planning Application to Sevenoaks District Council later this year (2025).
Once submitted, the planning application will be available to view via the planning portal on Sevenoaks District Council’s website or in person at the Sevenoaks District Council offices.
